Worth checking out, a City Generator plug-in (procedural model generator) which can be used with Cinema4D.
You can also download the Siggraph paper on Ray Traced Factorisation (RTF), interesting bedtime reading on how they did it.
Also, a short video on the theory of RTF, html help file and the plug-in zip file can be found in tutorial folder 48.
Select one of the .xml files (from the unzipped plug-in folder) via the construction file path button, choose one of the model collapse modes, keep/ loose roads, click generate. Open C4D, choose merge and select a .wrl file in the CityGen folder. Voila!

a word of warning though – this will only work with the ppc version of c4d
